关于做好黑龙江省2008年10月自学考试有关工作的通知 提供：自考处 阅读：22683 次 时间：2008-6-27 各市（行署）、县（市、区）招考办,省农垦总局及有关各管理局招考办，各主考学校：为做好我省2008年10月自学考试考务考籍各项工作，现将有关事宜通知如下： 一、报名、报考及付费 本次考试仍实行网上报考和网上付费。网报时间为2008年6月23日至9月20日。网站为黑龙江招生考试信息港自学考试信息中心（）。考生可在网报时间内登陆该网查询有关信息，进行报考，并通过中国农业银行的网上银行在线支付考务费。 1.报名、报考条件及方法。 （1）在籍考生报考。在籍考生是指已获得自学考试准考证号的考生。在籍考生报考分两类：一类是2004年下半年以后使用自考新系统参加过报考的考生，这类考生可直接进行网报；另一类是2004年下半年以后没有参加过考试的考生，这类考生需在新生注册报名时间内，到本地报名点重新采集信息后方可进行网报。（2）新生注册报名。首次报名参加自学考试的考生，需到报名点现场采集自然信息，注册报名，获得自学考试准考证号。报考专科层次的考生可按规定时间直接进行网上报考；新生报考本科资格须符合以下三个条件之一：A.国家承认的专科以上学历层次。B.自考专科五科以上合格成绩。C.普通高校、成人高校在籍学生。报名注册时须持有国家承认的专科以上学历证书或自考成绩证明或由所在学校出具的在籍证明，办理资格审查，符合免考条件的可同时办理免考手续，否则不予受理本科报名事宜。资格审查通过后方可进行网上报考；高职（专科）院校在校生报考本科的新考生按原办法执行。（3）跨考区的考生报名。跨考区报名的考生按新生报名程序重新注册，获得一个新的准考证号，在新考号至少取得1科合格成绩后即可在规定时间内办理合档。（4）助学单位集体报名、报考。①《黑龙江省高等教育自学考试社会助学专业登记证》须于每年9月份第二周的5个工作日内到省招考办办理年度登记手续，之后其网上报考的帐号权限方能开通。帐号权限的期限为一年。注意保护帐号密码。②集体报名报考的助学单位，如新考生属于普通高校、成人高校在校考生，需将正式录取的新生录取名单复印件交当地招考办。③助学单位在组织集体报名报考时要准确录入，并认真核对考生姓名、身份证号等重要信息，应由考生本人签字确认。如发现错误应按规定时间到相应报名点进行处理。（5）人力资源管理（本），石油工程（本）、（专），化学工程（本）四个专业的考生报考要求：人力资源管理（本）专业主考院校北京交通大学已在我省开设助学站，新生只允许到该助学站报名，尔后由助学站到指定招考办集体报名。北京交通大学助学站地址：哈尔滨市道里区民众街59号，电话：86442340；报考石油工程（本、专）、化学工程（本）三个专业的新生，须到大庆石油学院成教院自考办报名,尔后由该院到指定的招考办集体报名。以上四个专业，各招考办不受理个人报名。 （6）七个专业停止受理新生报名。这七个专业分别是：餐饮管理（独立本科段）（020119）、餐饮管理（专科）（020118）、电力市场营销（专科）（020219）、调查与分析（独立本科段）（020121）、计算机通信与工程（独立本科段）（080708）、旅游管理（专科）（020209）、计算机软件（地理信息系统）（专科）（990030）。（7）本次新开考四个专业，即商务俄语（专科）（050231）、商务俄语（本科段）（050232）、旅游英语（专科）（050219）和旅游英语（独立本科段）（050222）。有上网等困难的考生，可直接到报名点由当地招考办代理网上报考。报名点应指导考生认真填写《高等教育自学考试报名登记表》（见附表1），然后根据此表将考生信息录入计算机考务系统中，同时采集考生头像信息。要在信息存盘之前打印出“考生报考确认单”，经考生本人核实、签字确认。表中信息如有差错，责任由考生自负。2.付费方法。本次考试继续采用网上付费。所有考生均需使用中国农业银行金穗卡，登录农行网上银行，申请“电子支付卡”，缴付考务费。已过期的“电子支付卡”，可重新办理申请；进行集体报考的助学单位，需将考生的考务费存入农行金穗卡，到当地支行申请“网上银行注册用户”，支付考务费时选择“证书客户支付”；有上网等困难的考生，可由报名点工作人员用报名点帐号登录网上报名系统，受理报名并收缴考务费。每个报名点可以工作人员个人身份办理一张农业银行的金穗卡，将收缴的考务费存入此卡，并通过网上银行支付此类考生的考务费；新生注册费由报名点收取，不通过网上银行支付。二、报名、报考时间1.在籍考生网上报考时间为2008年6月23日－2008年9月20日。2.新生注册报名时间安排在两个阶段进行：第一阶段为2008年6月23日－7月3日（周六、日休息）。受理报名的招考办于2008年7月7日－7月9日到省招考办办理报考本科资格审查及免试手续，同时上报新生注册报名的考生数据。7月14日后新生可上网进行课程报考；第二阶段为2008年8月25日－9月4日（周六、日休息）,受理报名的招考办于2008年9月8日－9月10日到省招考办办理报考本科资格审查及免试手续，同时上报新生注册报名的考生数据， 9月15日后新生可上网进行课程报考。鉴于高职、高专学校的特殊情况，举办“专本衔接”教育的高职、高专学校新生注册及报名时间延至9月12日，上报注册数据日期为9月15日。3．实践环节考试报名及考试时间，按照“龙招信息港自学考试信息中心”上发布的《黑龙江省2008年自学考试实践环节考核和技能课考试开考计划》要求执行。各主考院校务于10月20日前完成实践环节考试，10月30日前将成绩和《笔迹识别卡》上传和上报省办。考生有问题需要咨询可直接与有关主考院校联系。实践环节成绩可于考试结束10日后登录龙招信息港“自学考试信息中心” 查询。 三、考试通知单查询各市（行署）招考办按报考数据编排考场，不打印考试通知单。省招考办完成数据汇总后，于考试前20天将考试通知单公布，考生可上网查询、打印，也可通过160声讯信息台查询。考试时，考生进入考场只需携带身份证和准考证（两证）。四、准考证办理首次报名的考生均须办理准考证。办理准考证按现行收费办法执行。2004年10月以后未参加考试的考生，按考生首次报名办理，执行新考生的收费办法。准考证由市（行署）招考办统一到省招考办办理，省招考办不受理个人办理准考证事宜。各市（行署）招考办要在新生报名结束后一周内将考生“报名数据文件”及“相片图像文件”报省，于考试前半个月到省招考办交款取证。对于在“新旧准考证对照表”中查不到的考生，需给该考生按照本年度新生分配新的准考证号。此类考生的新旧准考证号对照关系按“附表2”要求整理上报省招考办。 五、网上阅卷此次考试仍实行网上阅卷。各级招考办要总结考务方面的经验，做好考试前的各项准备。有关主考院校要加强对评卷教师的培训与指导，评卷设施必须符合要求，尚末达标的应抓紧完善，为做好网上阅卷打好基础。六、考籍工作安排1.免考、本科资格审查。首次报名参加本科自学考试的考生于2008年6月23日－7月3日、2008年8月25日－9月4日到受理报名的招考办办理本科资格审查事宜，符合免考条件的专、本科考生还需办理免考手续。2.省际间转考、合档，省内市（地）间转考、合档。省际间转考：由受理报名的招考办办理考生转往外省考籍档案事宜，并同时办理外省转入我省考籍档案的合档事宜。各地招考办在详细核对外省转入考生信息后，登记“外省转入合档明细表”，交省自考办考籍科统一办理。省办不受理考生个人办理考籍档案的转入、转出及合档事宜。下半年办理省际间、省内市（地）间转考、合档时间为：2008年6月23日－7月3日、2008年8月25日－9月4日。3.网上申请毕业时间。2008年下半年网上申请毕业的具体时间将在10月份自学考试公布成绩后另行通知。证书验印工作结束后10个工作日内，由办理毕业手续的市、县（区）招考办负责向考生发放毕业证书。七、其他相关要求：1.强化职责意识，确保考试各环节顺利实施。要把组织好本次考试作为贯彻“十七大”关于“建立现代国民教育体系”，“建设全民学习、终身学习的学习型社会”，“办好人民满意的教育”精神的具体举措；做为推进自考事业健康发展，提高我省国民素质的重要抓手；作为各级考试机构和主考院校的应尽职责。要高度重视，加强领导，周密组织计划，密切协调配合，严格执法执纪，落实规章制度，确保考试各环节工作准备充分、实施顺畅。2.强化服务意识，为考生提供主动、细致、快捷、全方位服务。要运用多种方式，广泛宣传自考意义、地位、作用，广辟生源；要针对考生报名报考需求，主动介绍，耐心释疑，真诚解难，为考生多开“绿色通道”；要把握好工作进程，及时发布相关信息，预做充分准备，千方百计解决好考生遇到的问题。 3.强化质量意识，确保考生信息准确无误。要高度关注首次报名考生的信息录入，各报名点务必提醒考生认真核对“考生报考确认单”上的各项信息，尤其是姓名和身份证号；助学单位尤其要注意克服在集体报名中出现的信息不准确的问题，不要代替考生本人核对“考生报考确认单”，否则出现问题由助学单位负责；考生一旦在网上报考时发现姓名、身份证号等重要信息错误，必须在规定时间内到报名点修改，避免因信息错误耽误考试或延期毕业。 二○○八年六月十二日说得比较详细LZ看看
自考大专没有任何条件限制，自考本科的条件是要有专科学历。
自考没有学历限制，每个人都可以报考，你可以先从专科开始，或者没有专科证也可以先参加自考本科的考试，就是将来在申请本科时要先出示专科毕业证，所以就要先搞一个专科毕业证并且在本科前毕业,这是自考的硬性规定。
自学考试的特点是：学费低、教考分离、毕业生质量高、宽进严出、课程的社会适应性强、单科结业、不限补考次数、各科成绩合格准予毕业、颁发毕业证，是一种学习形式开放灵活的、毕业证含金量相对比较高的新型高等教育。
报考流程：
自考与统招的制度不同，每个统招大学专业的科目都是相同的。但自考则不同，自考是省自考办把省开设的所有自考专业分成若干部分，分别分配给当地省几个有主考能力的大学，一个自考专业，只会有一个主考院校。
自考关键在于专业的选择问题，不是选主考院校的问题。不能拿统招的眼光来看待自考，一般统招生讲究学校的好坏，而自考只讲究文凭，比如，北京大学和新疆大学的自考文凭等级是一样的，全中国大学的自考文凭都一样。
只要自考文凭，不管是哪个省份哪个主考学校的，全国都承认，一律平等对待，所以只要某个大学有开设自考专业的资格,就都能报考。
自考专科一般有16门，本科有14门，都需你一门一门踏踏实实全部通过才能办理毕业，二年考完二年毕业，十年考完十年毕业（注意，有些省份规定要在八年内考完一个专业，否则八年后，你还没毕业的话，你以前的成绩会全部失效）
自考有很强的灵活性,可以参加自考班的培训，参加自考班只是有老师辅导,不参加辅导班当然也行,当今大多数自考生包括我都是自己在家看书,然后到了考试时间去考试就行了，所以你就放心的自己在家看好书,到时去考试就行了。
若要想报自考专科或本科，当然先要报名了，大多数地方一年有二次自考（四月和十月），（个别省一年有四次，关于具体报名时间，比如你在北京，你在网上搜索“北京自考报名”即可）。报名时间一般在考试提前的二个月（二月和八月）。

北京教育考试院自考办昨日公布北京市高等教育自学考试免考课程的有关规定，对高校大学毕业生参加自考专科可免考的课程做了详细规定。
规定指出，各类高等院校是指教育部认可的各类高校，包括：普通高等学校、成人高等学校、高等教育自学考试、高等教育学历文凭考试。
按照规定要求，各类高等院校专科以上毕业生，参加北京市各专业自考专科（基础科）的学习考试，可免考3门公共政治课以及已学过、要求相同并成绩合格的公共基础课。
各类高等院校本科毕业生、研究生等参加自学考试本科各专业的学习考试，可免考1—2门公共政治课和已学过、要求相同并成绩合格的公共基础课。如果原来所学专业与北京自考开设的公共基础课对应，则可免考对应的公共基础课。
各类高等院校不能毕业的本科结业生、肄业生、退学生参加北京各专业自考专科的学习考试，可免考已学过，并成绩合格的公共基础课。
